| The Company | Operating Philosophy | Organization |In the last 5 years, MCL's staff level has been maintained between 13 and 20, depending on actual work load requirements, except for a short period of 9 months in 1994 when we were providing the detailed engineering for the Hsiaokang Sugar Refinery Project in Kaohsiung, Taiwan. At these levels, the company adopts an efficient "small company" organization structure as illustrated on the attached organization chart, in which management is direct and effective, thus minimizing company overhead and maximizing the company's competitive edge. Business development and marketing remains the responsibilities of the President.
